The 12-Point Agenda of the Tacbas Administration:
Positioning UNP for the Next Millennium

Seeking to position the University for the next millennium, President Tacbas promulgated the following agenda:

First, is to establish and maintain a happy UNP family by giving priority attention to the welfare of the students, faculty and staff and by maximizing their involvement and participation in the formulation of policies affecting them;

Second, is to maintain and sustain high academic standards in order to produce quality graduates who are not only intellectually endowed with knowledge, skills and talents but also morally upright and highly qualified to serve as leaders in their respective communities;

Third, is to establish centers of excellence through the accreditation of major course offerings especially those that are unique to the university like Health Sciences, Criminology, Architecture and Fine Arts, and Social Work and by further strengthening the already accredited courses in the Graduate Program, Teacher Education, Business Administration and Accountancy, Arts and Sciences, Nursing and Technical Education;

Fourth, is to strengthen our research activities by streamlining the present set-up, broadening the scope of the commodity coverage and tapping more research oriented faculty and staff members.

Fifth, is to intensify the extension activities of the University by designing programs and projects that will have a greater impact and a multiplier effect in the service communities;

Sixth, is to maximize the utilization of available resources in order to generate more income and augment the very limited budget for operation and maintenance of facilities and to give incentives to successful managers and workers;

The Seventh, concerns physical development in all aspects. Infrastructure projects shall be strictly prioritized according to the urgency of needs in order to avoid classroom congestion in some academic units. Old buildings, if possible, shall be replaced with more presentable and functional ones and ground development shall be intensified to make up for the very limited space in the campus. One very important component is land acquisition which will provide enough breathing room for future expansion.

The Eighth, will focus on the establishment of more linkages in the local, national and international scenes. Friendly relations with funding agencies abroad will enable the university to source out grants-in-aid and assistance for instructional, research and development activities and also open up opportunities for faculty and student exchange programs;

Ninth, is to pursue an intensive modernization program through computerization. An increased literacy rate among the students, faculty and staff made possible through upgraded computer facilities will provide us access to the communications highway through the internet;

Tenth, is to establish a consistent and stable monitoring and evaluation system in order to continuously improve the performance of the faculty, staff and students. Coupled with this is the provision of an incentive mechanism which will recognize those who excel in their areas of concern through scholarships and awards;

Eleventh, is for the University to establish an identity as the center of cultural revival and development in the next four years through active involvement in the preservation, enhancement and appreciation of the Ilocano arts and culture, by organizing various cultural groups, and spearheading cultural programs and presentations;

Twelfth, is a continuous consultation with all sectors of the University populace and the local government officials and experts and the setting up of a systematic feedback mechanism to serve as basis for updating the development plans and improving operational activities for more relevance and optimal results.
