The University of Northern Philippines College of Criminal Justice Education–Master of Science in Criminal Justice (UNP-CCJE-MSCJ) and barangay officials of Pantay Tamurong took part in a training-seminar on emergency rescue and first aid on September 19, 2026, at Pantay Tamurong Covered Court.
Dubbed “SALAKNIBAN: Strengthening Community Emergency Rescue and Transfer Skills,” the training was conducted by the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Caoayan, headed by Mr. Hans Willbur D. Quebral. The activity focused on practical procedures that participants can apply when providing immediate assistance during emergencies while awaiting professional responders.
MDRRMO personnel discussed basic first aid and emergency response, including triangular bandage application, safe lifting and transfer techniques, and response to Foreign Body Airway Obstruction in choking incidents. Demonstrations were followed by hands-on exercises, allowing participants to practise the proper ways of assisting, lifting, and transferring injured or incapacitated individuals.
The activity was initiated by Dr. Edwin Q. Cerna, Unit Extension Coordinator and Project Leader/Organizer, and Dr. Marlow T. Pacapac, Program Head of MSCJ and Project Leader/Organizer. The UNP-CCJE-MSCJ delegation was headed by Dr. Sina Bestre.
Project leaders and facilitators included Dr. Loida A. Rilveria, Jacqueline F. Castillo, Jenifer D. Benzon, and Kevin Mel R. Pacpaco, with Dr. Arlan G. Reburon, Dr. George Phillippe C. Amano, Dr. Marlou R. Savella, Prof. Rizza Cajindos, and Daroll C. Rabina serving as members and facilitators.
The training also brought together UNP-CCJE-MSCJ students, barangay officials, and local disaster risk reduction personnel in practical emergency response exercises, providing a common setting for learning and coordination in community preparedness.
