Abstract: The Income-Generating Projects (IGPs) of State Universities and Colleges (SUCs) in Region I are crucial for enhancing productivity and addressing financial challenges. This study examined the sustainability of these IGPs, focusing on financial stability, training, leadership, and monitoring and evaluation. Using the Resource-Based View (RBV) and Constant Comparative Analysis (CCA), the study provided a comprehensive understanding of sustainability in SUCs. The findings indicate that while IGPs are financially stable, there is a need for strategic financial planning to improve funding mechanisms. Training programs are sustainable but require more practical and experiential components. Leadership is effective but can be enhanced through additional training and structured initiatives. Monitoring and evaluation processes are sustainable, but the expertise and framework need further development. This study contributes to the academic literature by providing empirical data on the sustainability of IGPs in Philippine SUCs. It offers valuable insights for SUC administrators on effective management, strategic planning, and risk mitigation, and highlights areas needing improvement in training programs and monitoring processes, supporting better training and development.

Abstract: Freelancing is an excellent option to augment income. It is appealing and popular among Filipinos, both professionals and non-professionals. The Province of Ilocos Sur offers a plethora of creative arts-based capacities that may be leveraged as creative business objects. The prospects for arts, crafts, and creative enterprise as a component of the creative economy in Ilocos Sur are depicted. The research defined what freelancing in the creative arts is all about and what it includes. The study investigated the difficulties they face in their personal lives, professions, and day-to-day lives as part-time workers and freelancers. To stand out, freelancers must adhere to the right ideals, regardless of the presence of barriers. ART is one of the rising values of freelancers that drives them to persevere in creating their identities in the industry. Further, certain recommendations were also articulated.

Abstract: Entrepreneurial competencies are vital to the success of a certain venture. This study aimed to explore and have a deeper understanding of the characteristics of young Ilocano entrepreneurs in the first district of Ilocos Sur. This study used quantitative research. A total of fifteen (15) young Ilocano entrepreneurs in the First District of Ilocos Sur participated in the research through the use of the snowball technique and convenience sampling. The study focused on Personal Entrepreneurial Competencies and has three (3) clusters.: Achievement, Planning, and Power. Results show that young Ilocano entrepreneurs along power have a high value for power and are motivated by their need for power which capacitates them to lead their organizations; they have a very high value for achievement, which could also mean that it is innate in them to manifest the values of excellent output through quality, efficiency, persistence, and commitment; and they possess good management foundation. Ilocano entrepreneurs are encouraged to strengthen their networking by joining local organizations related to the business they are into, trade associations, and, business incubators.
