Abstract: Degradation happened in the coastal barangays of the Municipality of Sta. Catalina, Ilocos Sur, despite positive efforts made in the Philippines. This study assessed the coastal barangay profile; socio-economic activities in the pelagic, offshore, and foreshore zones; the extent of degradation due to natural and artificial factors; and the extent of coastal barangays’ resource protection efforts. Descriptive research with 318 conveniently selected respondents, a structured questionnaire, interviews, documentary analysis, mapping, descriptive statistics, and Mean were utilized. Findings revealed the barangays with the greatest number of FARMC members, the highest population, the most fishing boats, the highest tax allocation, and the most government facilities. The socio-economic activity in the Pelagic zone is fishing; the same is true in the Offshore, with fry collections; and at the Foreshore are restobar, sari-sari stores, motor parts sellers, street food vendors, and others. The degradation of coastal resources is extensive, caused by natural and artificial factors; however, a very great extent of coastal resource protection efforts by organized bodies and residents exists, while it is high only among the LGU. The study provides localized, evidence-based insights that can guide municipal-level coastal resource management and policy formulation. The conclusion states that the coastal barangays of the Municipality of Sta. Catalina, Ilocos Sur, provides physical accessibility and socio-economic opportunities that may support tourism-related activities; the socio-economic activities in the pelagic, foreshore, and offshore zones serve as livelihoods for residents; and the organized bodies and residents are good contributors to coastal resource management. It is recommended that the LGU continue and take additional necessary steps, such as holding regular competitions to manage coastal resources, which cover cleanliness and attractions, to improve the coastal area's appeal to tourists, increase revenue, and provide residents and visitors with better services.

Abstract: This study dealt with the identification of priority localized services offered by the local government unit (LGU) of Caoayan, Ilocos Sur, Philippines and the corresponding recommendations as well as commitments of the respective civil society organizations (CSOs) to the LGU to ensure improved service delivery. It employed a qualitative research method using the thematic content analysis. It utilized interview guide questions for the focus group discussion (FGD) of the 13 heads of CSOs which are accredited by said municipality. Priority service areas identified were along health, education, social welfare, governance and response, public works and infrastructure, environmental management, and economic and investment promotion. In general, the civil society organizations signified their usual support and have renewed their commitment in helping improve the delivery of localized services offered by the LGU.

Abstract: This study on LGBT (lesbian, gay, bisexual , and transgender) concerns employees in the local government units (LGUs) of the Province of Ilocos Sur, Philippines. They are assessed on their engagement and acceptance in the local government unit (LGU) as well as on issues favoring their engagement which may boost their morale and problems that may hinder their engagement which they may conquer or improve. The descriptive method of research involving quantitative-qualitative analysis was utilized with mean and thematic analysis for the 486 samples taken through random sampling from five municipalities each in the First and Second Districts plus two cities of Ilocos Sur. Findings reveal a general overall high level of engagement of the LBGT employees in the local government unit (LGU) ( = 3.51); general overall high level of their acceptability in the LGUs ( = 3.46); and the issues which favor their engagement and problems that hinders their engagement. Based from the findings and conclusions, it is recommended that the LGU administration should do more actions like recognizing and motivating the LGBTs and implementing crafted policies on non-discrimination; the LGBT employees may conquer the problems so as not to impede their engagement in the LGU; and whether LGBT employees in the LGUs or not, should sustain and develop positive thinking and behavior to strengthen their recognition by the people in wherever they are which may lead them to success in life.

Abstract: The College of Public Administration specializes in extending advocacy services on governance, peace, and preservation of cultural values. It partners with other colleges or institutions for extension of skills or livelihood training. Generally, this study aimed to determine the effectiveness of the College’s advocacy extension services program in Alangan, Magsingal, Ilocos Sur as perceived by the respondents. Specifically, it determined the level of administrative capability of the College on extension services, its extent of implementation, and its effectiveness. Descriptive method of research was used composing all the barangay officials, organization officers, and some residents as respondents with convenience sampling, questionnaire, interview, documentation, and Mean to analyze the data. Findings reveal that the College has a high level of administrative capability in terms of leadership, financial, and personnel capability on its advocacy extension services, high level of implementing its advocacy extension services, and found highly effective. The findings prove that the delivery of the advocacy extension services is only high where there is still a pace to improve it. It was limited by the lack of decisiveness skill of the College; lack of ability to source out funds for better extension service; the imperfect presence of the target lecturer/trainer/developer on their assigned schedule to speak; laziness, not conscientious and not responsible attitudes of the residents; non-existence of a program and streamer for the extension services; rare dissemination of research results particularly on culture, and rare gift-giving. On the other hand, the College has developed the LGU Alangan along with socio-culture and governance.

Abstract: This study determined the status of Master in Public Administration and Doctor in Public Administration graduates of the University of Northern Philippines. It also elicited feedback from the graduates on school-related factors and curriculum, faculty, and school facilities. The study used a descriptive-quantitative method using a questionnaire to gather data. The frequency, mean, and percentage were the statistical tools applied in the interpretation of data. Results show that most of the graduates were already employed in the government service enjoying permanent status but occupying the rank-and-file position. The completion of a graduate degree increased the self-confidence, competence, and productivity of the graduates. They strongly recommended that the program is appropriate for government employees interested to pursue graduate studies. In addition, the graduates have a very high level of satisfaction with their curriculum, faculty, and facilities. On the other hand, suggestions for improvements may be considered particularly the classrooms, comfort rooms, internet, classroom ventilation and the limited reading resources in the library.

Abstract: The Municipality of Caoayan, Ilocos Sur, like all local government units in the Philippines, is a recognizable entity that provides services to its constituents. Through a mixed methods research design, this study determined the: level of awareness, availment, and satisfaction of the citizens on the service delivery areas; citizens' general attitude towards the LGU; and priority initiatives of the LGU to address the findings of the study. The researchers presented the survey findings to the local officials and heads of the different offices through a utilization conference. The various heads of offices will formulate their citizen-driven priority action plan (CPAP) to come up with initiatives to address the salient results. The level of awareness, availment, and satisfaction on the localized services of the respondents of Caoayan, Ilocos Sur is generally high, being proud to be citizens, and have chosen to stay in the Municipality. These results were bases on the already existing programs, projects, and activities of the local government unit. They crafted additional initiatives that are specific, measurable, attainable, relevant, and time-bounded.
