UNP-CPAd translates compassionate leadership into action through humanitarian outreach

Advancing compassionate leadership and community service, the College of Public Administration (CPAd) of the University of Northern Philippines conducted PANANGIDAULO: Compassionate leadership in humanitarian services — panagserbi nga addaan ayat, a training-seminar on humanitarian outreach and community wellness, on October 27, 2026 at Quibitquibit, Sinait, Ilocos Sur.

The initiative reaffirmed the College’s commitment to advance compassionate and servant leadership through community engagement, humanitarian assistance, and accessible health information and services, particularly for vulnerable populations in geographically isolated and disadvantaged communities.

The seminar featured key discussions led by distinguished faculty members of the College of Public Administration. Dr. Alma Somera, Unit Extension Coordinator and Project Team Leader, discussed “The heart of humanitarian service in the barangay,” emphasizing compassion, empathy, and responsive public service as essential elements of effective grassroots leadership. Meanwhile, Prof. Jevie Abella, Coordinator of Community and Social Services, presented “Disease prevention and safe over-the-counter medicine for mothers,” highlighting the importance of health awareness, disease prevention, and the responsible use of nonprescription medicines to promote family and community wellness.

Further enriching the discussions, Prof. Madeline Lopez presented the “YAMAN ng Kalusugan Program,” highlighting community-based initiatives that promote health and wellness. Dr. Loraine Ann Madera, Assistant Dean of the College of Public Administration, discussed “Sustainable Development Goal 3: Good Health and Well-being,” emphasizing the importance of promoting healthy lives and ensuring access to well-being opportunities for all.

Beyond knowledge-sharing, the initiative extended direct assistance to the community through the distribution of relief goods and medicines, translating the College’s commitment to compassionate service into concrete action that addressed residents’ immediate needs and supported community wellness.

Led by Dr. Cid Javier, Dean of the College of Public Administration, in partnership with the University Extension Office, the initiative forms part of the College’s extension program, PARTNER (Public Administration and Rural Transformation Network for Empowerment and Reform), which promotes community empowerment, sustainable development, and collaborative public service.

Through this initiative, the College continues to translate public administration principles into concrete community action by strengthening collaboration among the academe, local government, and residents. It further advances the University’s commitment to inclusive development, affirming that effective leadership goes beyond governance to encompass compassion, selfless service, and a genuine commitment to improve lives.
