Today, February 20, 2026, the University of Northern Philippines (UNP) and the Philippine Statistics Authority (PSA) signed a Memorandum of Agreement (MOA) held at Oandasan Hallto deliver Community-Based Monitoring System (CBMS) Training on Basic Statistics for Local Government Units (LGUs) in Ilocos Sur.
This collaboration equips LGU planners with vital skills in basic statistics and CBMS, ensuring data-driven programs and policies across the region. By building local statistical capacity, UNP and PSA lay the groundwork for evidence-based decision-making in community development.
The event was attended by UNP President Dr. Edwin Cadorna, PSA Regional Director Atty. Sheila De Guzman, and UNP Vice President for Academic Affairs Dr. Rolando Navarro. Key witnesses included PSA Ilocos Sur Chief Statistical Specialist Jeanette Marzan, Senior Statistical Specialist Melchor Bautista, Dr. Eleanor Belizar, and Dr. Shareen Navarro
