UNP leads women empowerment drive in San Vicente, promoting rights, skills, and financial literacy

Marking the celebration of National Women’s Month 2026, the University of Northern Philippines Extension Office brought its women empowerment initiative to Barangay Bayubay Norte, San Vicente, Ilocos Sur on March 12, 2026, mobilizing community women through meaningful learning and engagement.

During the opening program, Sangguniang Bayan Member Hon. Cynthia Valencia and Hon. Jennifer Rojo emphasized the vital role of women in community life and development. In their messages, they emphasized that women serve not only as pillars of their families but also as key drivers of community progress and nation-building.

Both leaders encouraged women to continue uplifting one another, actively engage in community initiatives, and serve as role models for future generations. They also reaffirmed their strong support for programs that advance women’s rights, promote gender equality, and expand opportunities for women, stressing that empowered women are essential to building stronger, more progressive communities.

Prof. May Evalia Ruadap, University Extension Office Coordinator, also conveyed the University of Northern Philippines’ steadfast commitment to advance community development through sustained engagement and service. In her message, she stressed the vital role of strong collaboration between the university and local communities in implementing programs that empower individuals, strengthen families, and promote inclusive and sustainable growth. Prof. Ruadap reaffirmed that UNP remains devoted to extend its expertise, resources, and extension services to initiatives that uplift lives and create lasting positive impact within the community.

The extension activity commenced with a lecture on the Safe Spaces Act, commonly known as the Bawal Bastos Law, delivered by Mr. Johnny Allagadan Jr. In his discussion, he underscored the vital role of women in society and highlighted their rights to safety, dignity, and respect in all environments. The session aimed to raise awareness about gender-based sexual harassment and promote a deeper understanding of the importance of maintaining respectful behavior in both public and private spaces.

Mr. Allagadan also explained the key provisions of the law, emphasizing the responsibilities of individuals, communities, and institutions in preventing and addressing acts of harassment. He discussed common forms of harassment penalized under the law, including catcalling, sexist remarks, offensive gestures, unwanted sexual comments, stalking, and other behaviors that create intimidating or hostile environments. He stressed that such actions are considered violations because they undermine a person’s sense of safety, dignity, and well-being.

Dr. Marites Duquinal facilitated a session on fabric conditioner production, where participants were guided through a hands-on demonstration of the proper formulation process. She provided detailed instructions on the correct mixing procedures, safe handling of materials, and practical techniques to ensure efficient and quality production. The activity enabled attendees to gain valuable skills that can be applied in small-scale livelihood initiatives and household-based enterprises.

Complementing the technical training, Mr. Ralph Marren Paul Buccat delivered a lecture on the pricing and costing of finished products. His discussion focused on helping participants understand how to compute production costs, determine appropriate pricing strategies, and ensure profitability while maintaining product competitiveness in the market.

Meanwhile, Ms. Michelle Pacpaco and Ms. Romelyn Remular conducted a comprehensive session on household income and expense management. They emphasized practical financial management strategies, including budgeting, prioritizing essential expenses, and planning savings. Their discussion aimed to equip participants with the knowledge and skills needed to manage household finances more effectively while supporting sustainable livelihood activities.
