UNP shines anew as four members of its community were hailed among Ilocos Sur’s 2026 Ten Outstanding Youth Leaders (TOYLIS), earning provincial recognition for their exemplary leadership, impactful advocacies, and commitment to community development during the Ilocos Sur Siglat Festival 2026 on August 7 at the Chavit Coliseum.
The four UNP honorees were recognized for advancing diverse advocacies that address cultural preservation, youth development, education, and community well-being. Mr. Al Estrada was cited for his work in cultural heritage preservation, while Mr. Cris Vincent Baday earned recognition for his advocacy for the cultural preservation of indigenous peoples. Meanwhile, Engr. Ronnie Valencia, a Batch 2025 Bachelor of Science in Civil Engineering graduate and part-time faculty member of the College of Engineering, was honored for championing basic literacy, well-being, and interactive programs for children and youths. Joining them was Ms. Reina Ysabel Garcia, also a Batch 2025 BS Civil Engineering graduate, who was recognized for her advocacy in youth empowerment.
The recognition ceremony formed part of the State of the Province Address delivered by Ilocos Sur Governor Jeremias “Jerry” Singson during the province’s celebration of the Ilocos Sur Siglat Festival 2026. Organized by the Provincial Government of Ilocos Sur, the recognition sought to spotlight young Ilocanos whose leadership, advocacy initiatives, and sustained engagement have created meaningful contributions to their respective communities. By honoring these emerging leaders, the provincial government highlighted the vital role of the youth in shaping a more inclusive, empowered, and progressive Ilocos Sur.
The recognition of the four members of the University of Northern Philippines community marks another significant achievement for the University in the areas of youth leadership, civic engagement, cultural preservation, and community development. Their diverse advocacies demonstrate how young leaders can transform their knowledge, skills, and passion into concrete initiatives that respond to community needs and promote social responsibility.
More than a distinction for individual achievement, the TOYLIS recognition reflects UNP’s continuing commitment to nurture competent, socially conscious, and service-oriented leaders.
