The University of Northern Philippines, through the Department of Languages and Humanities (DLH), and Pudoc Elementary School forged a stronger partnership in advancing quality and community-responsive education through the signing of a Memorandum of Agreement (MOA) on September 4, 2026, in Pudoc, San Vicente, Ilocos Sur.
The opening program brought together teachers and school personnel, Parent-Teacher Association (PTA) officers, barangay officials, representatives of the DLH, and project proponents, setting the stage for a collaborative undertaking centered on the school and its community. More than a ceremonial gathering, the event signaled the collective commitment of stakeholders to work together in advancing initiatives that would benefit learners and strengthen community participation in education.
The program culminated in the signing of the MOA, formally establishing the partnership between the DLH, Pudoc Elementary School, and key community stakeholders. The agreement provided a framework for sustained collaboration, shared responsibilities, and coordinated activities, reinforcing the importance of partnerships in addressing the educational needs of the school and the community it serves.
The partnership was formally sealed through the signing by Mr. Ferdinand Ruyan, Principal of Pudoc Elementary School; Mr. Efren Rubia, Barangay Captain; Dr. Honorato Patubo, Head of the DLH; and Mrs. May Evelia Ruadap, University Extension Office Coordinator. Their signatures signified a shared commitment to institutionalize collaboration among the school, the DLH, and the local community in pursuing initiatives that support learners and strengthen educational development.
The ceremony was witnessed by Dr. Ma. Jesusa Unciano, DLH Extension Coordinator; Dr. Novie Ada Urbis, DLH faculty member; Ms. Bernadeth Canoy, project leader; and project proponents Al Benzon, Kem Eli Pacpaco, and Dr. Mario Reotutar, whose participation underscored the collective effort behind the partnership and its planned initiatives.
Following the MOA signing, Dr. Urbis led the Communication Skills Training Workshop, equipping participants with practical competencies essential to effective interaction in both school and community settings. The session covered key areas such as effective communication, active listening, appropriate language use, interpersonal communication, and the clear and purposeful delivery of information. Participants actively engaged in discussions and interactive activities, while sharing their experiences and insights that enriched the learning process.
The successful conduct of the workshop was made possible through the collaborative efforts of the DLH team, Pudoc Elementary School, PTA officers, and other community stakeholders, demonstrating the value of collective action in advancing community-based initiatives. Beyond formalizing the partnership, the MOA created an avenue for stakeholders to strengthen their communication competencies and apply these skills in their respective roles within the school and community.
The activity ultimately reinforced the importance of communication as a foundation for effective education, meaningful community engagement, and sustainable partnerships. It also laid the groundwork for future community-based extension programs, highlighting how coordinated efforts among academic institutions, schools, families, and local stakeholders can translate shared commitments into initiatives that promote learning, participation, and community development.
