LGU Sinait, UNP-CPAd seal MOA renewal for continued partnership

The local government of Sinait, Ilocos Sur formalized the renewal of its partnership with the University of Northern Philippines (UNP) through the College of Public Administration (CPAd) during a Memorandum of Agreement (MOA) signing ceremony held on September 16, 2025.

Present during the signing were Hon. Mayor Glenn B. Guzman, Municipal Mayor of Sinait, Ilocos Sur; Ms. Ernalyn Guzman, Municipal Administrator, Ms. Remelyn Villegas; LGU Sinait Human Resource Management Officer; Dr. Cid A. Javier, OIC-Dean of CPAd; faculty members Dr. Florida Ursolum, Dr. Alma Somera, and Ms. Ivy Carino; and some personnel of the Mayor’s Office.

The MOA outlines a partnership aimed to enhance community development projects, promoting collaborative research and improving public service.

Under the renewed agreement, the University committed to extend medical and dental services to residents of the local government unit, while also spearheading information campaigns and advocacy initiatives. These include programs on culture-based governance, the promotion of sustainable development goals, climate change policy awareness, and gender and development.

The University also committed to roll out skills training, technology transfer, and livelihood projects to support community development. Upon request of the LGU, it will likewise facilitate lectures on coaching and officiating sports events, alongside training on disaster risk reduction, basic life support, first aid, and rescue operations. In addition, the institution will offer health, technological, economic, and business management seminars, spearhead capability-building programs for barangay officials and residents, and extend technical assistance in carrying out these initiatives.

The event concluded with expressions of optimism about the partnership’s potential to achieve shared goals while upholding good governance standards.
