2nd Baton-Lagip Lecture Series advances culture-based governance and gender equality

The 2nd Baton-Lagip Lecture Series of the College of Public Administration, themed “Celebrating Stakeholders’ Participation in Culture-Based Governance and Empowerment for Gender Equality,” took place on March 26, 2025 at the UNP Guestel. The event highlighted cultural promotion and Women’s Month, with participants from the City Government of Vigan, National Museum-Ilocos, non-government organizations, Benedictus Pilgerhaus Inn, and private schools; and some artists, youth, other cultural workers, CPAd faculty and students. 

Dr. Erwin Cadorna, UNP President, in his message shared personal reflections on his mother’s influence and stressed the importance of language in building social connections. 

During the lecture proper, Dr. Marie Rose Rabang, former CPAd dean and cultural advocate, discussed culture-based governance, its key elements, and stakeholders’ roles. She emphasized that culture actively shapes governance and urged policymakers to integrate indigenous practices for sustainable development.  Dr. Alma Somera, CPAd’s Extension Coordinator, talked on how local governments in Ilocos Sur apply culture-based governance, stressing cultural identity and community involvement in policy-making.  While, Dr. Society Salcedo, MPA-Culture-Based Governance Program Head, promoted UNP’s specialized master’s program—the only one of its kind in the Philippines—aligning with the University’s vision of global recognition. 

In the afternoon, Dr. Eleanor Belizar, Special Assistant to the President and a member of the National Gender Resource Pool of the Philippines, addressed gender equality in higher education, stating it is essential for academic excellence and societal progress. She called for equal opportunities for all genders. 

Dr. Joselito De la Rosa, CPAd Dean, opened the event by emphasizing collaborative efforts in governance and cultural preservation. Dr. Abelardo Anicas, BPA Program Head, on the other hand summarized key takeaways, urging students to champion culture-based governance and gender equality. 

The lecture series reinforced the need to integrate culture into governance and advance gender inclusivity, inspiring stakeholders to contribute to a more equitable and sustainable society.
