DLH partners with Barangay to advance community development

Demonstrating its continued commitment to community partnership, the University of Northern Philippines, through the Department of Languages and Humanities of the College of Arts and Sciences, entered into a formal collaboration with Barangay San Julian Norte. The partnership was made official with the signing of a Memorandum of Agreement on October 3, 2025, in San Julian Norte, Vigan City.

The MOA was formally signed by Barangay Captain Mr. Hipolito Palo, together with other barangay officials, and Department Head Prof. Allen Magdaleno De Vera, representing their respective institutions in this significant partnership. The ceremony symbolized a mutual commitment to bridge academic expertise and community engagement, fostering a stronger link between the university and the local sector.

Through this collaboration, both parties aim to implement inclusive and sustainable projects that directly respond to the real needs of the people in Barangay San Julian Norte. The initiative reflects a shared vision of empowering communities through education, research, and cultural programs that promote local development and active citizenship.

The event also underscored the university’s continuing mission to extend its reach beyond the classroom and contribute meaningfully to social advancement—anchored on partnership, participation, and people-centered progress.

The agreement encompasses a comprehensive array of initiatives, including livelihood and skills development training, advocacy programs, health services, and disaster risk reduction and management activities. By combining resources and expertise, the partnership seeks to transform academic knowledge into concrete actions that bring meaningful progress to the local community.

This collaboration also emphasizes one of the University’s fundamental commitments—to extend its academic mission beyond the confines of the campus and make education a driving force for sustainable and inclusive development. It highlights the institution’s enduring dedication to community engagement, service learning, and the practical application of knowledge for social good.

Both parties conveyed optimism that this initiative will open pathways for long-term, transformative programs that uplift lives and foster resilient, empowered communities.
