UNP-ISPPO alliance strengthened anew to advance Police training and values-driven service

The University of Northern Philippines (UNP), through its College of Open and Distance Education (CODE), reaffirmed its commitment to community engagement and public service after renewing its partnership with the Ilocos Sur Police Provincial Office (ISPPO) through a memorandum of agreement signed on March 24, 2026, at Patnubay Hall, ISPPO, Bulag, Bantay, Ilocos Sur.

UNP President Dr. Erwin Cadorna and ISPPO Provincial Director PCol Agosto Asuncion signed the MOA marking the continuation of a collaborative initiative aimed at strengthening capacity building and professional development among police personnel. The renewed agreement emphasizes both institutions’ shared goal of sustaining programs that promote training, extension services, and knowledge-sharing initiatives.

Witnessing the event were key representatives from both parties, including Dr. Dolores Bersamina, Dean of the College of Open and Distance Education, Dr. Lloyd Mata, Director of the University Extension Office, and Prof. May Evelia Ruadap, University Extension Coordinator, along with other university and police officials.

Immediately following the signing ceremony, a training seminar on “Building Financial Stability and Ethical Living for Police Personnel” was conducted by faculty members from the College of Business Administration and Accountancy (CBAA). The activity highlighted the importance of financial literacy and ethical leadership in public service.

Mr. Reymart Regua delivered a lecture on “Strengthening Ethical Living, Accountability, and Values-based Leadership in Public Service,” emphasizing integrity and responsibility as core principles in law enforcement. Meanwhile, Mr. Engelbert Casimiro discussed “Smart Budgeting and Sustainable Financial Planning for Service-oriented Professionals,” equipping participants with practical strategies to manage personal finances effectively.

The initiative was spearheaded by CODE Assistant Dean Dr. Wilson Tolio and CBAA Extension Coordinator Dr. Eileen Rose Paculan, whose efforts ensured the successful conduct of both the MOA renewal and the subsequent training.

The strengthened partnership between UNP and ISPPO reflects a continuing commitment to empower public servants through education, values formation, and sustainable development programs, further reinforcing the role of academic institutions in nation-building.
