UNP earns 4.78 DBM rating for Fiscal Year 2025

The University of Northern Philippines received a “Very Satisfactory” (4.78) rating mark from the Department of Budget and Management (DBM) Regional Office I in its Fiscal Year 2025 Agency Performance Review, pointing to how the University carried out its programs and handled public funds over the past year.

The review covered how well UNP delivered its targets, managed its budget, and generated income. The results show that the University was able to carry out planned activities while keeping spending in check with some funds saved through careful use. For a state university, this reflects not just UNP’s compliance with requirements, but a steady handling of responsibilities tied to public resources.

The outcome is closely linked to the direction set by President Dr. Erwin F. Cadorna, whose leadership has focused on putting order into systems and making sure plans are followed through. Under his administration, offices in the University work with clearer coordination, allowing programs to move as intended and reports to be completed on time.

Within the campus, the result is seen as a product of day-to-day work. Faculty members kept classes running and met academic targets, while administrative staff handled documentation, budgeting, and support services that often go unnoticed but are necessary for the institution to function. The DBM rating, in this sense, reflects the combined effort of people carrying out their roles consistently.

The report also noted areas that need closer attention, particularly in planning and the timing of budget use. University officials said these points will be reviewed as part of ongoing adjustments in processes, with the aim of improving how resources are scheduled and spent.

For students, the rating offers a clear sign that the University is being managed with care. For employees, it confirms that their work contributes to measurable results. For the public, it shows that funds allocated to the institution are being used as intended.

As UNP moves into the next fiscal year, the focus remains on keeping programs on track and refining internal processes where needed. With Dr. Cadorna continuing to lead the institution, the University is expected to build on this result while addressing the gaps identified in the review.
