From classroom to community: UNP-CTE launches Project KABLE to boost electrical safety skills

The University of Northern Philippines – College of Teacher Education (UNP-CTE) took a bold step in community empowerment on November 27, 2025, with the launch of Project KABLE (Kaligtasan, Aplikasyon, Balaigi, Lineya, Elektrisidad). This innovative outreach initiative aims to enhance electrical safety awareness and provide practical skills training, reflecting the college’s dedication to equipping communities with knowledge and hands-on expertise.

In a milestone move, the UNP-CTE officially partnered with the Bureau of Jail Management and Penology (BJMP) in Bantay, Ilocos Sur, during a ceremonial signing of a Memorandum of Agreement (MOA). The event, led by CTE Dean Dr. Ma Teresa Susan Manzano, brought together faculty from the Bachelor of Technical-Vocational Teacher Education and Bachelor of Technology and Livelihood Education programs.

BJMP Bantay, represented by Jail Inspector Roger Pascua, voiced strong support for the initiative, which aims to provide persons deprived of liberty with practical skills and livelihood training, helping them prepare for a productive life beyond incarceration.

In an energized start to Project KABLE, the first seminar unfolded immediately after the MOA signing, drawing enthusiastic participants eager to sharpen their electrical skills. Led by Dr. Jake Quitasol, the workshop offered hands-on training in the safe use of hand tools and equipment, as well as essential techniques for calculating electrical loads in home wiring. Participants actively engaged in demonstrations and exercises, showcasing both curiosity and commitment to apply these practical skills in their communities. The session not only emphasized technical proficiency but also highlighted the program’s goal of empowering learners with knowledge that promotes safety and competence in everyday electrical work.

Project KABLE is designed to strengthen community skills in electrical applications and safety, reflecting the College of Teacher Education’s commitment to inclusive education and lifelong learning. The initiative, a collaborative partnership between UNP-CTE and BJMP Bantay, marks a promising step toward rehabilitation and empowerment, using hands-on technical training as a vehicle for community development.
