UNP CTE partners with BJMP–Bantay to advance livelihood and skills training for PDLs

The College of Teacher Education (CTE) of the University of Northern Philippines (UNP) took a proactive step toward community rehabilitation and empowerment through a rapid assessment and collaborative planning session with the Bureau of Jail Management and Penology (BJMP)–Bantay on October 27, 2025. Conducted under the “Securing Future: Livelihood and Skills Training Program,” the initiative seeks to develop sustainable livelihood and skills development opportunities for persons deprived of liberty (PDL), fostering their reintegration into society as productive and responsible citizens.

The activity, spearheaded by the faculty of the Bachelor of Technical-Vocational Teacher Education (BTVTEd) program, sought to assess the most pressing needs and establish concrete plans for the rollout of a livelihood and skills training initiative tailored for PDLs. Representing the University of Northern Philippines, the delegation was composed of Dr. Jojit Aquino, Prof. Randall Rabacal, Dr. Jake Quitasol, Prof. Norman Naval, and Prof. Jevie Abella of the University Extension Office, who collectively worked to strengthen the partnership between the university and the BJMP-Bantay in advancing rehabilitation and reintegration efforts through education and skills development.

During the dialogue, Jail Inspector Roger Pascua, head of the BJMP–Bantay, emphasized the need for strengthened collaboration with the University of Northern Philippines in advancing the rehabilitation efforts for persons deprived of liberty. He requested the university’s technical assistance in designing and implementing comprehensive training programs that would not only equip PDLs with livelihood and technical skills but also promote their personal growth, self-reliance, and successful reintegration into society. Pascua emphasized that such initiatives are vital in transforming correctional facilities into centers of learning and empowerment rather than mere detention spaces.

In response to the identified needs, the College of Teacher Education, through its Bachelor of Technical-Vocational Teacher Education and Bachelor of Technology and Livelihood Education programs, will spearhead a series of training sessions focusing on house wiring installation, domestic appliance repair, and food processing.

During the meeting, the UNP team also presented a draft Memorandum of Agreement (MOA) to the BJMP–Bantay for review and consultation. The document outlines the specific roles and responsibilities of each party in implementing the skills development program. The formal signing of the MOA is scheduled for the first week of November 2025, marking the official start of the partnership.
