UNP fosters culture of respect and safety in student residences through Safe Spaces Act initiative

The University of Northern Philippines, through its Office of Student Affairs and Services—specifically the Student Development Services Office and the Institutional Student Services Office —led a lecture titled “My Space, Our Safety: Understanding the Safe Spaces Act for Dormitory and Boarding House Student Residents” on October 28, 2025, at the UNP Auditorium. The activity convened students residing in dormitories and boarding houses to deepen their awareness of safe and respectful living environments.

Dr. Rolando B. Navarro, Vice President for Academic Affairs, set the tone of the event with an inspiring message underscoring the value of safety, respect, and community support within student residences.

Atty. Aryan Caesar Manglapus, a legal expert and advocate for gender equality, delivered a thorough discussion on Republic Act No. 11313, otherwise known as the Safe Spaces Act. His lecture delved into the law’s intent to establish safe, respectful, and inclusive environments, particularly within dormitories and boarding houses where students live and interact daily. He explained the legal framework, prohibited acts, and penalties under the Act, highlighting its importance in protecting individuals—especially women and members of marginalized groups—from gender-based harassment in both public and private spaces.

The session also emphasized the need for awareness and proactive participation among student residents in upholding the principles of the law. Atty. Manglapus detailed the procedures for reporting and addressing incidents of harassment, ensuring that students are well-informed of the support systems available to them within and beyond the university. By integrating discussions on gender sensitivity, respect, and accountability, the lecture sought to instill a culture of empathy and shared responsibility among the participants.

Through this initiative, the University of Northern Philippines reaffirmed its strong commitment to student welfare and protection. By equipping students with knowledge of their rights and the mechanisms to safeguard them, the university continues to foster a learning and living environment that is not only secure but also conducive to personal growth, mutual respect, and academic excellence.

Beyond the lecture, the program culminated in a general assembly that served as an engaging forum for student residents to share insights, raise concerns, and exchange perspectives on fostering safer and more inclusive living spaces. The open dialogue not only enhanced their awareness of respectful conduct and gender sensitivity but also strengthened their sense of community and accountability as members of the university.

In line with this, the University of Northern Philippines expressed its intent to continue organizing similar initiatives that encourage active participation and dialogue among students. Such efforts aim to sustain a supportive and empowering residential environment where the values of respect, equality, and mutual care are consistently upheld.

Ultimately, the event accentuated the university’s enduring commitment to building a campus culture anchored in safety, dignity, and inclusivity—where every student can thrive personally, socially, and academically.
