The University of Northern Philippines (UNP) served as host to the Regional Research Development and Innovation Committee (RRDIC) 3rd Quarter Regular Meeting held on August 18, 2025, at Tadena Hall.
The event gathered research leaders, innovators, and representatives from state universities and college (SUCs), and government agencies across Region I to strengthen collaboration in advancing research and innovation initiatives.
In his message, Dr. Erwin Cadorna, UNP President, underscored the significance of partnerships in driving inclusive and sustainable development. He noted that the gathering is aligned with the Sustainable Development Goal (SDG) #17 – Partnership for the Goals, and also resonates with the administration’s development agenda, which emphasizes academic excellence, innovation, and collaboration.
Dr. Teresita Tabaog, RRDIC Chairperson and Department of Science and Technology Regional Director, presided the meeting and discussed updates on ongoing regional research projects, funding opportunities, and policy directions that would further enhance the region’s research and innovation ecosystem.
Mr. Francis Gerald Amansec, RRDIC Secretariat, presented the RDP midterm update, and Dr. Albert Causo, Balik Scientist, talked on Science, Technology, and Innovation for Circular Economy with focus on Artificial Intelligence applications for SMEs.
A representative of Dr. Leo Solis, Chairperson, R1HRDC, led virtually in the Joint Consortia Symposium and Mr. Decth-1180 Libunao, ARD for FO, DOST 1, for the NSTW 2025 was represented by a DOST personnel.
Joining the event from UNP were Dr. Fatima Rocamora, VP for Research and Extension; Dr. Rolando Navarro, VP for Academic Affairs; Mr. Albert Tejero, VP for Finance and Administration; Atty. Jonalyn Almachar, University/Board Secretary; Dr. Edelyn Cadorna, Director, University Research and Development Office; Dr. Julius Moises Albalos, Dean, College of Technology; and Prof. May Evelia Ruadap, Mr. John Kenrick Alviento, Ms. Trisha Desumala, Mr. Dylan Jian Villarin, Mr. Luther Davey Gonzales, and Mr. Erwin Ponce.
DOST I participants were Mr. David H. Lim IV, Mr. Christian Paulo Gayo, Mr. Ricky John Salazar, Mr. Clyde Beth Caraang, Jara-Aloon Hadji Nasip, and Ms. Ashley Marie Louise Hufana
From Pangasinan State University was Mr. Raul V. Dela Peña, and from Mariano Marcos State University were Mr. Dionisio Bucao, Mr. Nathaniel Alibuyog, and Mr. Ronel Queddeng
The Department of Public Works and Highways Regional Office 1 had Mr. Donald R. Rimando and Mr. Dexter Agustin. Don Mariano Marcos Memorial State University was represented by Ms. Angelina Gonzales, and the Department of Agriculture Regional Office 1 was represented by Doras Joy Garcia and Arnel Copro.
From the Ilocos Sur Polytechnic State College was Ms. Desa D. Abaya, and from DLPDEV were Mr. Francis Gerald Amansa and Ms. Juvy Anne Mariñas.
By hosting the meeting, UNP reaffirmed its commitment to serve as a conduit for knowledge-sharing and multi-sectoral collaboration, supporting both regional development and the University’s thrusts under Dr. Cadorna’s leadership.
The RRDIC is a vital body under the Regional Research, Development, and Innovation framework, tasked to harmonize efforts among SUCs, research institutions, and stakeholders to address pressing local and national challenges through science, technology, and innovation.
