UNP, Ilocos Sur Provincial Jail boost PDL Rehabilitation

The University of Northern Philippines (UNP), through the Student Welfare Services Office (SWSO) under the Office of Student Affairs and Services (OSAS), held a professional consultation meeting with the Ilocos Sur Provincial Jail on February 20, 2026, at the jail facility in Bantay, Ilocos Sur. Led by Dr. Marifel Acena, SWSO Head and Master of Arts in Guidance and Counseling program head, the meeting addressed the growing need to strengthen rehabilitation, psychosocial support, and mental health programs for Persons Deprived of Liberty (PDLs).

Key attendees included Provincial Warden Mr. Raymond Tabios, and the Ilocos Sur Provincial Jail Administrative Officers Mrs. Micah Angelica Pablico-Tornilla and Mr. Jun Cesar Cortez. The discussion focused on identifying gaps in service delivery, exploring improvements in mental health concerns, both institutional and community-base, and applying research-informed strategies at the provincial level to assess impacts.

This collaborative effort aims to enhance PDLs’ psychological well-being, skill development, behavioral transformation, and community reintegration. By bridging these partnerships, UNP and the Ilocos Sur Provincial Jail reinforce their commitment to humane, effective, and sustainable rehabilitation that upholds the dignity and welfare of all in custody.
