De la Rosa, attended the 2025 Policy Fiesta: Polisiyang Lokal Bukal ng Kaunlaran, sponsored by the National Economic and Development Authority-Region 1 at Thunderbird Resorts, Poro Point, San Fernando City, La Union on January 23, 2025.
This event brought together key regional line agencies, local government units, academe, and the public for them to share their practices and key accomplishments in the domain of development policy making.
The speakers were Chairperson Mel Senen S. Sarmiento of the Galing Pook Foundation Inc., Mayor Benjamin B. Magalong of Baguio City, President Raymundo D. Rovillos of Pangasinan Polytechnic College, Provincial Administrator Marlon Tagorda of Ilocos Sur, representing Gov. Jeremias Singson, and Executive Director Tommy T. Valdez of San Roque Power Foundation, Inc.
