The University of Northern Philippines (UNP) College of Nursing and Maternal and Child Nurses Association of the Philippines (MCNAP) hosted the event titled “Independent Nursing Practice in Birthing Clinics: Empowering Nurses and Midwives: Introduction, Diagnostic, and Practicum Session on the Birthing Clinic Course Module for Nurses”, which was the first ever maternal and child nursing seminar held on March 14, 2026, at the UNP Tadena Hall, wherein nurses, midwives, and educators gained skills in maternal/newborn care, birthing management, and evidence-based practices.
Dr. Francis Don Nero welcomed delegates, stressing professional development. Ilocos Sur Governor Jeremias “Jerry” Singson’s representative, Mr. Jester Singson, underscored the crucial role of nurses and midwives in ensuring safe motherhood and strengthening maternal and child health programs in the province.
The event gathered distinguished speakers and nursing leaders from MCNAP, including Ms. Balbina M. Boromeo, MCNAP National President, who attended the seminar and expressed strong support for initiatives that promote professional growth and competency development among maternal and child health nurses.
Expert lectures covered maternal-child nursing essentials, MCNAP Secretary Ms. Naressia Ballena tackled ethico-legal issues, antepartum management, and obstetric complications. Dr. Emmy Macaraeg (former VP for Planning) addressed intrapartum care, and MCNAP PRO Ms. Veus Usui shared postpartum insights.
Further sessions included Dr. Alicia Panganiban’s pharmacology and newborn safety protocols, Ms. Cristeta Anita Cruz’s national/international patient safety standards, and Dr. Rhodora Bernal discussed the Philippine Family Planning and Responsible Parenthood program.
A highlight of the event was the organization and election of officers for the newly established MCNAP Vigan, Ilocos Sur Chapter, boosting local collaboration.
