UNP Political Science Leads Human Rights and Governance Drive in Cabugao

The spirit of unity and shared purpose came alive in Cabugao on September 24, 2025, when the University of Northern Philippines (UNP), through its BA Political Science Program of the College of Arts and Sciences, launched the BINNADANG Program in collaboration with Pug-os National High School and Barangay Pug-os, fostering stronger ties between the academe and the local community.

The event opened at Pug-os National High School with “Karapatan at Kasunduan: Strengthening Human Rights Awareness through Partnership,” a program designed to help students view human rights not merely as abstract principles but as essential values that sustain democracy, peace, and justice. Through interactive discussions and engaging activities, participants were encouraged to reflect on their responsibilities as advocates of dignity and respect within their communities. A key moment of the morning was the signing of a Memorandum of Agreement (MOA) between UNP and the high school, sealing a partnership aimed to advance human rights education and empowering student leadership.

Adding greater depth to the program, Dr. Ismael Rivera delivered an inspiring talk on the vital role of protecting and promoting human rights, especially among the youth who are regarded as the future leaders of society. His message challenged students to embrace their responsibility as defenders of justice and equality within their communities.

In the afternoon, focus shifted toward grassroots governance through the session “BINNADANG for Good Governance: Leadership and Legislative Capability Building.” Barangay Pug-os officials and members of the Lupon Tagapamayapa took part in an orientation and project launch designed to strengthen their decision-making, conflict resolution, and legislative skills. A new Memorandum of Agreement (MOA) signing further strengthened the partnership between the University and the barangay, underscoring a shared commitment to transparent, participatory, and accountable governance.

Dr. Llyod Mata, Director for Extension Services of the University, also graced the activities. In his message, he underscored that extension programs like BINNADANG play a crucial role in connecting academic expertise with community needs. He emphasized that by fostering collaboration between schools and local governments, the University fulfills its mission not only to educate students but also to empower communities to become stronger, more responsible, and more compassionate.

At the core of both activities was the Ilocano value of binnadang—solidarity and mutual help. By engaging both young people and grassroots leaders, the UNP Political Science Program demonstrated how education, partnership, and shared values can cultivate responsible citizens and resilient communities.
