UNP strengthens strategic direction through Performance Review and Operational Planning

The University of Northern Philippines conducted its two-day University Performance Review cum 2027 Operational Planning on April 15–16, 2026 at Tadena Hall, reaffirming its commitment to performance excellence, accountability and strategic development.

The activity aimed to assess the university’s accomplishments in relation to its institutional targets and Key Performance Indicators (KPIs), while also serving as a platform for forward-looking planning, systems thinking, and collaborative decision-making. Anchored on the university’s vision, mission, and long-term development agenda, the event brought together key officials, unit heads and stakeholders to evaluate performance and align future initiatives.

In his message, University President Dr. Erwin F. Cadorna emphasized the collective effort behind the university’s achievements, stating, “All of these accomplishments are not my accomplishments alone; these are our accomplishments—the university’s accomplishments.” His statement underscored the importance of unity and shared responsibility in sustaining institutional growth and success.

The review featured comprehensive presentations from various offices, covering key areas of university operations. Ms. Rizza Cajindos, Officer-in-Charge of the University Planning and Development Office, presented the physical performance review, while Dr. Larraine Aguimatang, Head of the Budget Office, discussed the university’s financial performance. Engr. Johnny Belizar and Engr. Reggie Quiba of the Infrastructure Project Management Office reported on infrastructure project management, while Dr. Shareen Navarro, Director of the Information and Communication Technology Office, presented the ICT performance review.

Further, Ms. Sally Jarin, Director of the International Affairs and External Linkages Office, highlighted the university’s internationalization initiatives, while Dr. Mariano Avila, Director of the Office of Student Affairs and Services, discussed student affairs and development. Atty. Kathrynn Eder, Director of the Center for Gender and Development, presented the gender and development performance, while Ms. Annaliza Morales, Head of the Environmental Management Office, reported on environmental management efforts.

In all the presentations, accomplishments from the previous year were reviewed along with the approved targets for the current year and the proposed targets for 2027 ensuring continuity and alignment with the university’s strategic priorities.

University officials, including Dr. Rolando Navarro, Vice President for Academic Affairs; Dr. Fatima Rocamora, Vice President for Research and Extension; and Mr. Albert Tejero, Vice President for Finance and Administration, actively engaged in the discussions, offering insights, raising questions and providing recommendations to further strengthen institutional performance and operational effectiveness.

The event also fostered a participatory environment through an open forum where participants actively raised questions and shared recommendations. This exchange of ideas highlighted the university’s culture of inclusivity, transparency, and continuous improvement. Through the University Performance Review and 2027 Operational Planning, UNP reinforces its strategic direction and ensures that its programs, projects, and initiatives remain responsive, data-driven, and aligned with its mandate of delivering quality instruction, research, extension, and public service.
