UP-OU, UNP-CODE Seal Partnership through MOU Signing

The University of the Philippines Open University (UPOU) and the University of Northern Philippines (UNP), through its College of Open and Distance Education (CODE), took a significant step toward advancing open and distance learning in the country by officially signing a Memorandum of Understanding (MOU) on September 22, 2025. The ceremonial signing was held at the UPOU Headquarters in Los Baños, Laguna, marking the start of a formal collaboration between the two institutions.

Under the terms of the agreement, both universities pledged to work together in advancing academic cooperation and institutional growth. Their joint efforts will focus on promoting educational exchanges, encouraging the mobility of faculty, staff, and students, and strengthening research collaborations. The partnership also seeks to develop joint undergraduate and graduate programs and provide internship opportunities. In addition, the institutions agreed to co-host academic gatherings such as symposiums, workshops, and conferences, and to share publications and other educational resources to enrich teaching and research.

Representing UPOU at the ceremony were Chancellor Dr. Joan Serrano and Vice Chancellor for Academic Affairs Dr. Aurora Lacaste, while UNP was represented by Dr. Dolores Bersamina, Dean of the College of Open and Distance Education (CODE). Their participation highlighted the shared commitment of both institutions to expand academic collaboration and provide more accessible learning opportunities beyond the confines of traditional classrooms.

Dr. Bersamina was joined by Dr. Wilson Tolio, Assistant Dean of CODE; Dr. Society Salcedo, Program Head of the Master in Public Administration; Prof. Sheila De Vera, Program Head of the Master of Arts in Social Work; and Dr. Jill Ann Paranada, Program Head of the Master of Arts in Education major in Science Education. Their involvement emphasized the collective commitment of UNP’s leadership to further enrich its graduate and professional programs.

The signing of the MOU marks a significant step forward in strengthening institutional ties between UPOU and UNP, with a focus on advancing open and distance education. Both universities affirmed their dedication to joint efforts in faculty and student development, research partnerships, and knowledge-sharing initiatives that will benefit learners and communities alike.

Despite the unfavorable weather, the activity pushed through successfully, reflecting the strong commitment of both institutions to champion inclusive, innovative, and accessible education. The collaboration is expected to pave the way for broader opportunities for both learners and educators, reinforcing the collective goal of advancing lifelong learning across the country.
