UNP CPAd joins multi-agency drive to empower indigenous communities in Ilocos Sur

Strengthening its commitment to inclusive public service, the University of Northern Philippines, through the College of Public Administration (CPAd), participated in the “Ginggengget: A Capability Development Training and Roadshow for ICCs/IPs,” a multi-agency initiative held on July 1–2, 2026 in Candon City, Ilocos Sur.

Representing the University as members of the training management team, resource persons, and facilitators were Dr. Cid Javier, Dr. Loraine Ann Madera, and Dr. Ivy Cariño.

The two-day capability development program empowered Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) by enhancing their capacities in leadership, community development, governance, and the preservation of their rich cultural heritage. Through a series of interactive discussions and learning sessions, the initiative reinforced the vital role of indigenous knowledge systems and practices in sustainable community development while cultivating stronger partnerships among Indigenous Peoples Mandatory Representatives (IPMRs), youth leaders, government agencies, academic institutions, and other local stakeholders. The activity also provided a meaningful platform for dialogue, collaboration, and shared commitment toward advancing inclusive governance and safeguarding the rights, identity, and traditions of indigenous communities.

By taking part in the initiative, the College of Public Administration reaffirmed its dedication in translating academic excellence into meaningful community impact. Its engagement advanced the University’s extension mandate by supporting the empowerment of ICCs/IPs promoting participatory governance, and contributing to the development of resilient and inclusive local communities throughout Ilocos Sur.
