The University of Northern Philippines and the Department of Trade and Industry (DTI)-Ilocos Sur formalized a strategic partnership through the signing of a Memorandum of Agreement on July 20, 2026, at the Oandasan Hall.
The agreement was signed by UNP President Dr. Erwin Cadorna and DTI-Ilocos Sur Provincial Director Mr. Hermogenes Armando Zaldy Zapra Jr. Witnessing the signing were Dr. Fatima Rocamora, UNP Vice President for Research and Extension; Mr. Benigno Ponce, Chief Trade-Industry Development Specialist and Ms. Patricia Hugo, Senior Trade-Industry Development Specialist of DTI-Ilocos Sur.
The partnership establishes a collaborative framework that harnesses the strengths of both institutions in delivering extension services, capacity-building initiatives, research-based interventions, and technical assistance to Micro, Small, and Medium Enterprises (MSMEs), cooperatives, and non-government organizations (NGOs).
Under the agreement, DTI-Ilocos Sur will identify MSMEs, cooperatives, and NGOs that will benefit from the collaboration; provide technical experts, resource persons, and program support; facilitate access to DTI programs, tools, and interventions; coordinate with local government units and partner institutions for program implementation; and jointly monitor and evaluate the outcomes of the initiatives.
Meanwhile, UNP will mobilize its faculty experts, trainers, and extension personnel to conduct training and development programs. The University will also provide training modules, academic support, and available venues; assist in the design and implementation of capacity-building initiatives; participate in monitoring and evaluation activities; and contribute research-driven solutions that promote innovation, entrepreneurship, and sustainable MSME development.
By combining DTI’s industry expertise and development programs with UNP’s academic excellence, research capability, and extension services, the partnership aims to equip local enterprises with the knowledge, skills, and resources needed to improve productivity, strengthen competitiveness, and contribute to inclusive economic growth in Ilocos Sur.
Facilitated through the Office of the Vice President for Research and Extension, the signing of the Memorandum of Agreement was also witnessed by Dr. Lloyd Mata, Director, University Extension Office; and UEO Coordinators Mr. Randall Rabacal for Advocacy and Research Dissemination and Prof. May Evelia Ruadap for Livelihood and Training Services. The event showed the University’s commitment to transform research, innovation, and academic expertise into responsive extension programs that empower communities, strengthen local industries, and generate sustainable socio-economic development.
