Reinforcing its commitment to community engagement and transformative public service, the University of Northern Philippines, through the Office of the Vice President for Research and Extension, formalized two strategic partnerships through the signing of separate Memoranda of Agreement (MOAs) with Naglaoan National High School and Naglaoan Elementary School in Sto. Domingo, Ilocos Sur on July 23, 2026.
The agreements emphasize UNP’s continuing mission to strengthen collaboration with basic education institutions by advancing extension programs that promote capacity building, education, health, and community development.
The MOA with Naglaoan National High School was signed by Dr. Erwin Cadorna, President of the University of Northern Philippines, and Dr. Joye Madalipay, Officer-in-Charge of the Schools Division of Ilocos Sur. Witnessing the signing on behalf of UNP were Dr. Fatima Rocamora, Vice President for Research and Extension, and Dr. Lloyd Mata, Officer-in-Charge Director of the University Extension Office, while Mr. Allan Requilman, School Principal, signed as witness for Naglaoan National High School.
A separate MOA was likewise forged with Naglaoan Elementary School, with the agreement signed by Dr. Cadorna and Dr. Madalipay. Serving as witnesses were Dr. Rocamora and Dr. Mata for UNP, and Dr. Salome Ubarre Jr., School Principal, representing Naglaoan Elementary School.
The ceremonial signings were also attended by Prof. May Evelia Ruadap, University Extension Office Coordinator for Livelihood and Training Services; Dr. Wison Tolio, Assistant Dean of the College of Open and Distance Education; and Dr. Eileen Paculan of the College of Business Administration and Accountancy, whose presence highlighted the University’s unified commitment to deliver impactful extension initiatives in communities.
Immediately following the MOA signing at Naglaoan National High School, UNP translated its commitment into action by conducting a Basic Life Support Training for members of the school community. The training equipped participants with essential emergency response skills, empowering them to respond effectively during life-threatening situations and strengthening the school’s readiness for medical emergencies.
The hands-on training was facilitated by faculty members from the College of Health Sciences—Ms. Leila Sylvia Bautista, Ms. Lorena Darisan, Ms. Almira Gonzales, Ms. Adora Velasco, and Mr. Vincent Viste—who provided practical demonstrations and guided participants through fundamental life-saving procedures.
The twin partnership agreements and the immediate delivery of a health and safety extension program reflect UNP’s dedication to extend its expertise beyond the classroom. Through meaningful collaborations with partner schools, the University continues to empower communities, enhance institutional capacities, and contribute to sustainable development by promoting safer, healthier, and more resilient learning environments.
