For the provision of assistance to the adopted local government unit, the University of Northern Philippines and San Vicente, Ilocos Sur entered into a memorandum of agreement on February 17, 2025.

Dr. Erwin Cadorna, UNP President, and Hon. Jonan Tabanda, San Vicente Municipal Mayor, signed the MOA which was witnessed by Dr. Fatima Rocamora, Vice President for Research and Extension, and Dr. Lloyd Mata, OIC Director of the University Extension Office.

The MOA ensured the provision by the University to the LGU medical and dental services; conduct of skills training, technology transfer and livelihood projects; information drive and advocacy program; training on risk reduction and management, basic first aid and rescue operations; conduct of health, technological, educational, economic and business management training programs; and capability building activities for municipal employees, officials and residents.

The LGU is committed to provide assistance in the needs assessment survey; venue and the indigenous materials needed in the conduct of the projects and activities; and the promotion and use of various knowledge, attitude and skills learned from the programs.

Also present during the MOA signing were Sanggunian Bayan Member Paula Cynthia Valencia, Committee on Health and Sanitation, and Prof. May Evelia Ruadap, Extension Coordinator.
